Chair, Distinguished Delegates, 

We welcome the Director-General’s report and reaffirm that primary health care is the foundation for achieving universal health coverage and building resilient, equitable and people-centred health systems. 

We also recognize self-care as a practical way to strengthen PHC-oriented reforms supporting prevention, early action, and continuity of care when it is enabled by strong health systems, linked to integrated people-centred services, and supported through trusted information and health literacy.  

To be effective and equitable, self-care must be backed by quality and patient safety, a prepared and supported health workforce, and sustainable financing that protects people from financial hardship.  

We encourage WHO and Member States to accelerate PHC implementation, including integration of essential public health functions, and to ensure that self-care approaches reach underserved communities first as part of stronger PHC delivery.
